Project Development Specialist: Technitrain (ARRA) Project - Tennessee* Community Resource Group, Inc. seeks to fill a position in the state of Tennessee for Project Development Specialist: Technitrain. The project development specialist position assists rural communities that require water or wastewater facility improvements to secure financing for project construction through the USDA/Rural Development Water and Waste Disposal program and the American Recovery & Reinvestment Act of 2009 (ARRA). The position also assists communities that have received ARRA financing commitments from USDA/Rural Development to meet all of the conditions and borrower obligations necessary to close project financing and complete construction improvements. The preferred applicant holds an Associate or bachelors degree in social science, management, finance, public administration, or related field and has significant prior work related experience, or related training may substitute for some of the educational requirements. The applicant must hold valid drivers license and have reliable personal vehicle for job-related travel. Two to three years of previous experience is preferred with rural community development programs and onsite technical assistance activities at the State or local level. The applicant must possess excellent oral and written communication skills and have the ability to set and meet individual goals and objectives. Prefer experience in providing onsite technical assistance and training to local governments. Familiarity with engineering practices, terminologies and procedures related to community water and wastewater disposal development, operations or management. Familiarity with and/or ability to quickly learn USDA Rural Development financing programs, regulations, as well as state statutes affecting water and waste disposal services is preferred and will be required in this position. Must be able to work under limited supervision, and be results oriented. Must be able to effectively use personal computer with associated software, MS Office Suite, project database software and related.
*Funding for this position is being made available under the American Recovery and Reinvestment Act (ARRA) of 2009 for a 12-month project period. It is anticipated that after the 12-month ARRA project period, job duties and responsibilities and duties will be restructured, but the position itself will continue to be supported under a different job title.
